Senator Tom Harkin (D-Iowa), chair of the Senate Agriculture Committee, has been a foe of California’s request for a waiver of the Clean Air Act requirement for oxygenates. He predicts a need of 500 million additional gallons of ethanol per year to meet the replacement.

  1. What might be the basis for the Senator’s opposition?
  2. Does his prediction of 500 million additional gallons of ethanol per year seem reasonable? Why?
  3. What would be the likely position of the National Corn Growers Association on this replacement? Find out at their web site. Does it agree with your original answer?
