Consider This 10.4 You have tried to create a group culture
that promotes distributed leadership. However, one member consistently refuses
to carry out his responsibilities; he always has a reason why something is
not done. You very much want to create a group culture in which all members
can consider the consequences of their own actions. You have even, purposely, not done
