What gives Officer Jordan the right to search the suspect in the coffee shop?

Think back to clip 7.2 in the previous chapter, in which Officer Jordan and the ride-along stop and talk to Drew, who is perpetually "fixing his car" as a suspected cover-up for drug sales.
