International Economic Competition and Cooperation

APEC: Realist Tool or Idealistic Progress

The Asia-Pacific Economic Cooperation (APEC) is a forum that was established in 1989 to promote economic growth and cooperation among the Asian-Pacific Rim countries. Originally an informal organization, APEC has grown into a major regional institution with 21 members. It meets regularly to address issues such as free trade, the environment, and economic recovery that are pertinent to economic relations among the member countries. Recently, the members agreed to a policy statement condemning global terrorism and pledging economic support for instituting measures that will help keep terrorism in check. Some of these measures include preventing flow of funds to terrorists, increasing security at airports, ports, and other transportation venues as well as at energy facilities.

While this organization still appears to be somewhat informal, its position has grown in stature over the years. Still, some argue that APEC is a 'Realist Tool' of states-as-actors who use it to further their own means. Others argue that this body is an indication of 'Idealist Progress,' whose purpose is to facilitate cooperation between many actors in one global setting. Which assessment do you agree with?
