No state is an entity unto itself in the process of making foreign policy. Rather a variety of subnational actors participate in the process. Since it is a process and the actors are not likely to agree on every policy issue, it is important to understand the role of each participant. In the exercise below, each actor is defined by a series of statements. Some of the statements are true and some are false. For each actor, answer the statement with a true or false.
