Introduction

         The courts are a source of important and often dramatic stories, from coverage of Supreme Court decisions that affect many aspects of our lives to decisions by local courts that determine which criminal defendants will be sent to prison and whether damages will be paid in a civil suit.
         The two basic systems are the federal and state courts, and within these systems civil and criminal cases are heard. In civil cases, actions are initiated by an individual, usually suing another for damages. In criminal law, the government takes action for violation of the criminal statutes. Most of these cases, civil and criminal, are settled to avoid trial.
