IntroductionIn this chapter, students have learned that many South American countries have high population growth rates. As a result, increasing numbers of South Americans are migrating from impoverished rural areas and moving to cities to find better jobs, housing, and health care. In many cases, cities cannot keep up with this demand for services. Students will learn how some South American governments are using a new strategy to break the cycle of poverty.
