Police are appealing to the public for help in solving a recent rash of vandalism and thefts from cars in Springfield Community College parking lots.           Stereos, tennis racquets, cash, and other items have been stolen from at least twelve cars in the area since July 8, and vandals slashed the tires of 8 cars parked in a lot at 234 Ninth Street on August 11th.           One car owner, who had parked in a campus lot, lost 450 dollars in clothing, compact discs and stereo equipment, police said.           Doctor James Perriwinkle, a pediatrician who said seven of his patients' cars have been damaged in his clinic's Chester Ave. lot in the past two weeks, appeared on Thursday before a subcommittee created by the Springfield city council to ask what city leaders were doing to improve parking lot security.           Also speaking at the meeting, Sergeant Harold Manor of the Springfield Police Department said police were asking tipsters to email them with information about the crimes.           "This (parking lot security) is an issue of concern throughout Mass.," Manor said. "With the public's help, we can catch these guys."
