You receive a call from a woman identifying herself as "Mrs. Smith on Alice Street." She says she would like to speak to you personally about a problem the city will not address. You ask whether you should go to her home, but she says she will be downtown this afternoon and will drop in. "Is 2 o'clock all right?" she asks. It is.

That afternoon she tells you, "We've been worried about an intersection that is dangerous in Arden Hill as the area is developing, and we have asked the city for a light to replace the stop sign that no one pays attention to. We formed a committee of people from the area, and we saw the mayor two months ago. But there has still been no action. There have been several accidents and some injuries and deaths that we know about."

You ask about the committee and she says that there are four people on it: herself, Richard Levy, Albert Sherman and Jack Antonow, all of whom live on Alice or Maplewood, where the intersection is.

You call the mayor's office, and his executive secretary says the matter "is in the hands of the Public Works Department," whose director you call. He tells you: "We are studying the request. It doesn't seem to us that the area warrants a stop light, which is expensive business, but we'll see."

 

You decide to determine whether the intersection is dangerous, and you check accident reports filed with the police department. Here is what you learn:
