Perkins was with O'Connor & Perkins, successor to Rich & O'Connor, which he joined in 1956. He was president of the state bar association in 1980 and had been active in the National Foundation for Infantile Paralysis, which no longer has that name because of the success of the Salk vaccine. He was chairman of the foundation's local chapter for several years. He was born in Altoona, Pa., in 1932. He graduated from Penn State, where he was a cross-country runner. He went to Harvard Law School, where he was active in the law review and coached a soccer team made up of law students.He died after a heart attack.
