You are a consultant to a small rural school that is trying to enhance the performance of its students. For years the students have been under-performing and the school district wants to change the poor performance pattern of the students.

The administrators in the school district have come to you for advice. How can the students' performance be turned around? The principal wants to hire teachers who are all first-year teachers and professionally develop them in a way that makes sense in terms of focused inquiry. He is a big believer in the inquiry approach and he believes that if all the teachers know that approach (and can use it) the students' achievement levels will go up.

Explain what you know about the teacher effectiveness research and its relationship to student achievement. What recommendations would you make to the principal, based on what the research suggests are appropriate ways to enhance student achievement?
