Demographics

     You receive a release from the mayor's office that includes data based on studies made by various city agencies. Your editor has examined the material and tells you to do a story that "makes some logical sense out of these figures." He says the mayor's statement should be helpful.
     The statement says in part:

     The figures on income and unemployment indicate trouble spots for our community. Clearly, we have to do something about these factors because the consequences can be chilling for community life.
     In our country, problems of race and class are serious. We can see that they have come to Freeport.

     You call around and learn that one of the "consequences" has been a record crime increase in districts 4 and 5, with felonies last year rising 18 percent in district 4 and 22 percent in district 5.
     You check with the mayor's office and are told by an aide, "Mayor Sam Parnass says that increased crime in districts 4 and 5 is one of the consequences he was referring to."

     Write a 350- to 500-word story based on the data and the mayor's statement.
