We can see that they have come to Freeport. You call around and learn that one of the "consequences" has been a record crime increase in districts 4 and 5, with felonies last year rising 18 percent in district 4 and 22 percent in district 5. You check with the mayor's office and are told by an aide, "Mayor Sam Parnass says that increased crime in districts 4 and 5 is one of the consequences he was referring to."
